I say shes from an alternate earth where Trunks was born a girl named Sky. Bulma sends her back in time like the regular story but when she gets Cell has already destroyed beaten all the Z fighterz even SSJ2 Gohan but Sky comes in and easily whipes the floor with Cell and just when the Z fighters think they are saved Sky tells then unless they all must agree to her servants and she was sent their to rule Goku's earth as she got bored of hers with no strong fighters to play with.

Hmmmm, well we know your db universe is although the main events still happened, it is already a universe where the men are flat out weaker to the women. She can't be one of the time patrol from universe due to the fact she has a time machine so i guess that's out. There is the name Newmen on the capsule of your OC there. My theory is she is the daughter of Trunks and Mai. The Brief organisation became Newmen Industries with push from Mai in the future timeline so it's like they are transcending the old into the future as it were. This girl is Mai's daughter who heard about the other timeline and decided to come on by as it were.
