It could have been a trap indeed, but I think that Videl would not take the risk to let Erasa approach Gohan anyway! But as you can see in the next page, even if it was not intentional from Videl, Erasa is trapped anyway :)

Ah Gohan trying to get that breath in isn't he? This makes me wonder if Videl is doing this to set Erasa up? Catch her in the act and take her down for it possibly? She knows Gohan can't fight back against Erasa so this could be a plan possibly? Either way Gohan needs to back under Videl's feet xD! Erasa of course being crushed by them. That said: one would think a public classroom would at least have a few rules against basically stripping xD
