Good question. Might be a seniority or inter-department thing. Hope has been freshly promoted, and as I understand it, while the is a lot of overlap, Knights are the combat arm, while Inquisitors are investigation. And if this guy is Lavender or related, he might have just used either as an implied pretext to take charge of the organization of forces.

I might need to reword that. It was supposed to be unsettling like when something in the corner of your vision changes, and then goes back to normal when you look at it.
