It doesn't surprise me that she was able to go some amount of time without being caught. If she's in a more rural suburban area in a county, there's more ground to cover with usually less inspectors on top of her neighbors being afraid. I work in planning and inspections and I can only assume that anything else she's done in terms of renovations has probably not been permitted. Like the 4 story addition. Residential code maxes residential building out at 35' plus there are monetary limits on what you can do yourself before a licensed individual needs to be contacted. Just a mess all around.
