Most popular characters take little time to train on local LoRA's. Pro trainers usually release the training data on their paywall first within a week, and then schedule a public release a few weeks later, but usually no more than a month. For example with Yi Xuan, her first real art started dropping early April on Danbooru. The first publically available trained model for free use was on April 25th. https://files.catbox.moe/01j6hk.jpg NovelAI users are usually locked out of newer for a longer period of time until their service does an update, but local users like myself can use trained data as early as a month of when the character first has art uploaded of them on popular art sharing sites.
