Waller is my least favorite character in all of DC. She is such a vile creature that if she was told she could secure "safety" and "peace" for her country in return for sacrificing 100 babies she would cut those kids into teeny, tiny pieces herself to make sure the job got done. She has 1 mode. The ends justify the means no matter what. She is supposed to be a "good guy" and her tactics are worse than most villains. She sucks.

Gotta love that the invader was probably general zod and was wiped out by the explosion of their sun and he was trying to conquer earth to transfer the population of krypton there since he was a kryptonian version of waller, a military extremist

It’s never really established, but my theory in terms of Livewire’s retained abilities is that prolonged exposure to the tech causes the powers they bestow to become internalised, to the point they don’t need the tech anymore.

That scene with Lois inspiring the people of Metropolis to help out Superman in his time of need is one of my favourite scenes. Also, you should never trust Amanda Waller, she is one of the only people in the DC Universe whose more ruthless and heartless then most supervillains.
