Drop by a local costume shop and see what comes up as good ideas. There's plenty of old standbys like the Mario bros, Astronauts, Ailens, Cops, firemen, ghosts. Picking specific characters from horror films work well too like Chuckie Scream and a few others.

Lady Dimitrescu, Hex Maniac, maybe a knight and a dragon/princess, they could work together to dress up like a horse (or a cow, cowception)
