Him happily subordinating himself to someone that just held him captive is honestly dumb as hell. If Dragon had any ability, she'd have seen that Shield is a nazi run organization and made them enemy number 1, not joined hands with them. He shouldn't be happily joining them knowing that. They're the number one organization to destroy in that world, not join for that reason. Sure there are other worse ones, but they're mostly not legitimate ones that hold power like Shield does. Which is why they're a group to destroy, not join.
