Not sure about Seattle, but in California Mexicans make up 30% of the population and South Americans make up less than 1%. I agree that there should be more rep for South American and other Central American countries, but that's just one of the biggest reasons for this specific part of the US.

I think that Andy is Puerto Rican, because I know that actress is. Often times latin representation in the US has a lot to do with location. For instance, the west coast, including Seattle and California have a huge population of Mexican people, because of it's proximity.
