That's like saying it's weird that a lightweight boxer doesn't challenge the heavyweight champion. The Troll was originally just a guy being a dick on the internet. And he did troll Captain Prime and other heroes. But Captain Prime didn't end up dropping him into a tanker of chemicals, so now he's a little fixated. It's not that weird.

If we're being honest it's actually a little weird the troll would even care about some small-fry heroes anyway. He's kinda aiming a bit low there.
