Chris is right. Dakota 1) needs to actively think on it to read someone’s mind and 2) tends to not do it because she finds it invasive and wrong.

No! Dakota has the ability to read minds but she’s not always doing that. Plus iirc she thinks it’s invasive and typically avoids it unless it’s necessary. All of Dagger’s thoughts are private.
