Any vessels flying the flag of truce are welcome as long as their crews don't cause any trouble (good luck with that!). Seaville is friendly with nearby merfolk as well; they can often be found trading their wares with local merchants or gambling with off-duty guards.
Of course this could also be a pirate mothership or a military base filled with marines, whatever fits your campaign.
