The eyes in the room turned towards Ibiki who didn't agree with the Hyuga Jounin. A frown appeared on the Hyuga's face as Ibiki said, “In the preliminaries, he showed extreme immaturity by trying to kill a member of his own clan. Someone who loses his temper so quickly isn't capable of becoming a team leader. He might lead the entire team to its demise.
In addition, he is very arrogant. It was visible in his match against Naruto. Not only did he look down on Naruto, but he didn't make adequate preparations for dealing with his Wind jutsus despite seeing them in the preliminaries.”
The Hyuga ninja countered, “The Wind jutsus Naruto displayed in the preliminaries were nowhere near the level of the supercharged jutsus he used during the finals.”
Ibiki immediately replied, “Even in that case, there's no reason why he couldn't learn a few simple Earth jutsus to work around Naruto's Wind jutsus. He had a month to prepare for him. As impressive as his skills are, the lack of adequate preparations shows his arrogance and his overconfidence in his techniques. He was the complete opposite of Sakura in this aspect. Besides, his strength isn't as critical of a factor as his attitude.”
The Hyuga Jounin frowned and muttered, “He has a troubled past which was the cause of his attitude. Fortunately, he has calmed down after the Chunin Exams. It won't be an issue anymore.”
Ibiki said, “That's good to hear, but it can't be considered for this evaluation. He should prove himself once again in the next Chunin exams.”
The Hyuga Jounin thought for a bit before letting out a long sigh, “Alright, you win. I can't argue against that.”
Anko added, “I agree with Ibiki too. It'll be interesting to see how much he'll improve until the next exam.”
Several others nodded. Tsunade looked around the room and asked, “Does anyone oppose that?”
With no more objections, Neji wasn't promoted to Chunin.
A smirk appeared on Anko's lips as she said, “The next candidate is an amusing one. Uzumaki Naruto. The difference in what he showed in the Preliminaries and the Finals was like Heaven and Earth. It was almost as if he was an entirely different ninja.”
She glanced towards Fujin as she spoke. By now, everyone in the room was aware that Fujin was the one who taught Naruto how to supercharge the Wind jutsus.
Ibiki said, “He did very well in the first round as well. Due to him, the number of Genins who passed was nearly twice my estimates.”
He chuckled and added, “He was also the first Genin I passed who left behind a blank answer sheet.”
Hayate said, “His performance in the final round doesn't need to be emphasized. All of you have seen it.”
The Yamanaka Jounin said, “There's no doubt about his strength. If it was the only criteria, I would agree right away. However, a Chunin is also a team leader. I'm not sure if he is mature enough to lead squads yet. Truthfully, he seems far worse than Neji in this aspect.”
Anko replied, “I wouldn't underestimate him that much. He managed to pass the second round despite being attacked by Orochimaru and being virtually handicapped. He also did well in keeping his cards hidden and abusing his advantage to the fullest extent, be it against Kiba or Neji.”
Ibiki said, “While that speaks to his battle intelligence, leading squads is an entirely different challenge. In round two, he was accompanied by his teammates who helped fill this gap. He has been Genin for too short of a time and hasn't done anything in the Chunin Exam to indicate he'd be a competent squad leader.”
“I concur,” the Aburame Jounin muttered. Hayate and the Hyuga Jounin agreed as well. Tsunade thought, ‘Looks like you'll stay Genin for a while, kiddo. I have to agree too. While Naruto's grit and determination is beyond impressive, he isn't ready to lead squads yet. Not only will he endanger his team, but he will also be in great danger since he'll try everything he can to save his team.’
Tsunade was about to ask whether anyone had a different opinion, when Fujin suddenly said, “Those are good points, but they're inconsequential in deciding whether Naruto should be promoted or not.”
His words caused several frowns to appear. Ibiki asked, “What do you mean they're inconsequential? A Chunin's main job is to lead squads.”
Fujin nodded, “It is, but only for ordinary Chunins. Naruto is a Jinchuriki, the only one we have. Even though he isn't in the Bingo book, there's little doubt every enemy village wants to hunt or kidnap him. Their hunter squads should already be informed to act if they ever receive an opportunity.
As such, even after becoming a Chunin, Naruto cannot be allowed to lead Genins or Chunins on missions. Until he becomes an Elite Jounin, or better yet, a rank S ninja, he can only leave the village when accompanied by someone like Kakashi. But, with someone like Kakashi present, Naruto won't be leading the squads.
That is why I said this point is inconsequential for Naruto.”
Fujin's words forced everyone to ponder. He had approached the issue from a different angle than everyone else. If Naruto wouldn't be leading squads, then the only aspect that mattered was Naruto's strength and his teamwork. He excelled in both. However, ignoring such a big aspect wasn't an easy thing.
Tsunade thought, ‘What a unique perspective! He's correct. Though I won't treat Naruto as a weapon, I can't allow him to leave the village without adequate security when a dangerous organization like Akatsuki is hunting for him!’
Ibiki muttered, “Your words make sense. However, can we overlook something so important while promotions? I'm afraid it'll set a precedent that could result in Genins who aren't prepared for the responsibilities of a Chunin to be promoted. Having him go through the next Chunin Exam will be a better choice.”
Fujin chuckled and asked, “Oh, and how do you think the next Chunin exams will go if Naruto participates? Without someone like a Gaara, he could just spam supercharged jutsus and no Genin could resist it. I hope you remember the supercharged jutsus, he used in the finals, were so effective after less than a month's practice. Who knows how much better he'll be at it after half a year or year, whenever he participates again?”
Fujin's words forced everyone to picture how the next Chunin Exams would be. They could envision Naruto spamming his way through all the matches in the finals. None could see any Genins cracking such an absurd attack. As such, the finals would become pointless in a way.”
Hiruzen awkwardly muttered, “Fujin is correct. Other than nearly half of the battles becoming pointless, he might also cause heavy damage to the Forest of Death. While our finances are good, there's no need to add a huge expense to the village's budget.”
Fujin said, “I hadn't considered that, but if we think along those lines, we also need to consider the guests we invite to watch the finals. I don't see Naruto suddenly becoming that smart by the next exam. There's a very good chance he will be rejected for the same reason.
So, Naruto continuously defeating the Genins in every exam would raise more than a few eyebrows. People would wonder why we aren't promoting him. Perhaps they might also think we're bullying minor villages by keeping him at the Genin rank.”
Anko began nodding in agreement but suddenly stopped midway. She couldn't help but wonder, ‘Since when did the Chunin Exam committee have to consider these aspects? Ain't that the council's job?’
With Hiruzen and Fujin speaking of matters that were beyond the scope of the proctors and judges, they couldn't oppose anymore and only accept their decision.
Hiruzen decided, “Let's promote Naruto to Chunin. We'l inform the Mission Center to never give him any missions, irrespective of whether he's leading the team or just a part of it. All his missions will have to be approved by the Hokage.”
Tsunade nodded and said, “Alright. Naruto will be the second Genin to be promoted. That only leaves us with Uchiha Sasuke.”

Being upset about your father who was sacrificed for a stupid reason is idiotic? It's not foolish to trust the clans words when the root cause and the only parties involved are the clan and Neji..... It's an internal conflict, they all know the story and left him alone because they understood where he was coming from. Now that the clan is representing him it clearly means the internal conflict is resolved and no further issues. And yes the clan is representing him indirectly, why or how do we come to this conclusion? Because earlier in the story Hoka wanted to hide his strength to avoid the main branch noticing him. Fujin and Renjiro even spoke on it and Fujin mentioned he would step in to save or help Hoka if the clan went after him. This suggests the clan is not all that keen about branch members outshining the main house. So , A Hyuga jonin would also understand the political bs happening in the clan and he wouldn't support a branch member on his own unless there was approval of some kind. Hola is now a powerhouse and can't be touched by the clan, now you have Neji, a prodigy who learnt on his own how to use the clans secret arts. 2 Branch members who would likely have power to face the clan leader when they fully mature? You think the clan who abuses their slave seal would happily allow them to grow without some approval? lol Shikamaru lost. Neji Lost. Both didn't "prepare". How is your best ability your mind and yet, you don't even prepare anything beforehand? yeah his chakra ran out but that further shows he failed, he knows his limits and still chose to yolo it. Such a 200IQ move. They said Sakura could have still passed if she did a little more thinking to counter garaa, even if she lost. She didn't have anything and lost. Counter point. Shikamaru failed to prepare for Temari and had a lot of luck which played to his strengths. For someone who's strongest Point is his mind, he sure failed to use it beforehand.

Wait, as far as I remember Sasuke is a born leader, he's the one who makes team 7 work, and he knows how to listen when it's time. It's one thing that I don't like the direction of the character, but here I think the fanon syndrome is happening, they are thinking of a sasuke from a fanfic who hits Sasuke, not the canon sasuke of the moment even from this fic.

So, If it is some kind of mutation, that happened to Ranmaru, it is unreal just to copy it, even if Fujin had Sharingan he cannot copy it. He still did not learn scorch release, even with the help of soul transformation. Even with the memory of Kabuto, it might take his whole life to understand how the mutation happened, and Ranmaru might have a unique body or case, so Fujin might not fit to that case. Orochimaru and Danzo made a lot sacrifices to get a single child with Mokuton, so just copying is unreal

Here you go again :) The uniqueness of the main character is that he is an ordinary person, without a pedigree, and it would be a shame if the author could not implement this and did it like everyone else. Why take away the eyes if they can be copied? Since Ranmaru is the only one like that, it means that this power was not passed on to him by inheritance, but this is some kind of mutation. Fujin needs to repeat this, and given his skills, Kabuto's memory, information from Jashin and teachings from Tsunade - there is a possibility.

I think it is a great option to use Ranmaru to develop his eye power. If Fujin transplants Ranmaru’s eyes, there is no one who might oppose him or claim that he did it illegally. No village or power is behind Ranmaru (except him and his own organisation). Those eyes have unique abilities that might be useful. The only problem is that we do not know about side effects of transplanting those eyes on his body.

Orochimaru for instance is at his core a snake no body parts added...pay attention to his skin color...it has always been pale like a snake...as he got older and stronger his abilities became more pronounced...I don't think its modifications as we think...he jus took it to the extreme with all his experiments

Transplanting Fujin with someone else's body part is banal and stupid, to be honest - I agree with you. But you forget that there is already an alternative path, it is Ranmaru. All that remains is to copy his kekkei genkai, and then develop in this direction and already begin to remove your disadvantage in the form of genjutsu.

In Sasuke's case, there are no such reasons to ignore leadership qualities, or rather their absence, as in Naruto's situation. Another thing...With him not having any innate talent and getting here through hard work...It would ruin his story if he relied on getting eyes to implant them...its the same thing danzo and orochimaru did or wanted to do except danzo was halfway successful...his was temporary orochimaru wanted it permanent...taking that route is not unique at all jus a failed attempt...the only successful one is kakashi but the person is alive so conditions might need to be met...not sure

Side note tho...as long as fujin keeps improving his wind element he will always defeat lightning users...wind has advantage over lightning...so the fire part of sasuke is the only advantage he would have over him but with him perfecting scorch release u will be stupid to use fire against him as well...the only thing left is genjutsu

I believe the most important Chunning requirements are probably along these lines, Strategi/thinking, temper then strength, The reason for this is they need to functions as leaders and thinkers, obviously they need strength as well but is not primary, there is a big range of missions that don’t require strength per say, but every mission require a proper thinking mindset

Trusting his own clan words is foolish. Perhaps if those words had come from someone else it might have made a difference. The difference between Neji and Shikamaru is shikamaru won. You can win and not prepare “properly” and it won’t be a problem, but if you lose then suddenly not preparing properly will become a problem. Also shikamaru is on a next level when it comes to strategies. If you cant come up with proper strategies against an overwhelming opponent with current skill set you need to expand it or use subterfuge. Hoka does know Jutsus. Also Naruto is not getting a pass for his actions after the exam. But because of his status as Jinchuriki and his power, as yourself point out even a Jonin would have trouble against his spamming technique. Just because a Hyuga Jonin is backing him don’t mean the clan is backing him, might as well be an image type thing, wanting their rookie of the year being chunin after a year as genin and not 1.5 years after which is not exactly impressive

I think the reason only Hyuga uses it is because they are the only one able to actually see outside it due to their Kekkei genkai, and I believe they at the same time uses their hands impossible fast to push it into the round shape, and actually expell chakra from near all tenketsu which other fanfics have theorised is part of either their KG or an developed ability through generations of breeding.

Chill Slade, in the original show it was shown how ducking serious Konoha is on not promoting their ninjas(Naruto was not promoted just because he used sage art mistakenly even after he saved Konoha from Pain i. e. he literally saved everyone and thus it puts him at a Kage level) if they even have a minute chance of showing a weakness. Also, obviously Naruto is favoured now because Fujin and Hirizen are supporting him, it's an unfair world and strength and connection speaks volumes. I agree with your 6 months, though

I'm glad Neji didn't become a chūnin, he really does have no self control at all. If he truly hates the main family so much he logically should have acted the exact opposite of what he's been acting, pretending to be a good little hyuga who will defend the main family with his life would have been ideal. That would have allowed him to catch them all off guard when he's strong enough, but his hatred and arrogance cloud his logic and instead the moron tried to kill Hinata in front of everyone. Then some random hyuga jonin saids he changed, please, even if the hyuga patriach himself said so who would believe it? Unless I read Neji's inner monolog I won't trust him.

yet Naruto's getting a pass cause of his changes after the exam. They use their brains to understand Narutos situation but turn it off when it comes to Nejis. I don't like Neji, I'm going by the logic. 1. Nejis attitude and stuff yes, was his biggest flaw but the higher ups also know why he's like that, the clan messed him up and now you have someone from the clan that has said he's doing better which means whatever his issue was before is now resolved. 2. His teamwork was actually very good, he may not be "oh friendship power" teamwork but he's very much "get the job done" type of teamwork, so you're wrong, he would have been fine. Kakashi was no different, he was the same way and got promoted or did you forget? 3. Strength is also needed to be a leader, who would follow shikamaru? he lacks charisma and strength, and many chunins are arrogant and won't easily listen to someone younger. 4. We've established already that Neji is in a better mindset, you're gonna give shikamaru time to adjust to being a chunnin but you won't give Neji time ? 5. His cousin is from a privileged family that killed his father, He has every right to hate her family and what she herself represents. But like I said, the hyuga ninja vouched for him which shows the clan vouched for him and that Neji is not in that same mindset. 6. Notice everything about his personal issues are all tied down to 1 traumatic event yet they're also easily resolved in 1 event. So it's all a moot point. What hyuga uses other ninjutsu at that age? Neji learned and trained in the hyuga arts, he taught himself rotation and perfected his use of gentle fist. He didn't need any other ninjutsu, when he's a specialist, just like every clan members who specialize in their clans techniques. You say he needs this that etc because you're comparing him to Naruto. Why didn't shikamaru prepare for temari? what ninjutsu did he prepare? see the double standard? lol also, what would shikamaru do here? because shikamaru couldn't even fight temaris weak wind attacks and you think he would have managed Naruto's supercharged? You think he could have planned or even handled Naruto's clones taijutsu? Naruto wouldn't give him time to think and because Naruto hasn't made a hole or any damages to the floor, there's no trick for shikamaru to use especially since Naruto would just spam attack from far away. When your opponent is overwhelming like Naruto then strategy won't do anything yet you want Neji to use strategy in that situation? an enclosed area, with someone launching jonin level attacks at you and they have unlimited chakra..... 👍 again. Every attitude issue that Neji has, was resolved and a clan member is vouching. All you have left to judge him on is the chunnin requirements which he more than meets. The most logical thing is evaluate him over the next 6months..

@rain They may not have seen it but they know the reason for his attitude, they also know that if a hyuga jonin is backing him then that must mean the hyuga clan is backing Neji and is probably going to take him under their wing, to do that they have to resolve internal conflict. So, if the hyuga is vouching then it must mean Neji is better now. He has speed to avoid most of Narutos wing attacks, he has rotation to block it. That's enough for the standard chunnin. He even blocked supercharged attacks, attacks which shouldn't be possible for a genin. Shikamaru couldn't even do it against normal wind attacks. Tell me what did shikamaru do to prepare for temaris wind attacks? He didn't. He didn't learn any techniques to even counter basic wind jutsus. not even a single defense. Yet you wanna give Neji shit for only tanking a supercharger wind attack 2 or 3x? lol see the double standard. Naruto's attack was said to be something even a damn jonin can't take yet, Neji tanked it at least twice and was still ready to tank it again. A person's performance is not only only based off of strength of jutsu or chakra but mostly their efficiency and intelligence in dire situations...the true definition of what being a leader represents to keep ur team safe...not die from pride or ego..he doesn't have those qualities now...he has to build character after this upset before that and he'll be a chunnin in no time but right now he has to prove himself....every ninja village makes their jinjuuriki an exception to the rule...everyone..so it's not strange for naruto to be promoted..it makes perfect sense....2 hes a 1 man army...literally now with an AOE jutsu and rasengan...hes already OP..even s rank ninja will find a barrage from him difficult

Now what might be Fujin planning... Is it the same reason;that he wants Naruto to owe him favours or is he trying to scheme something else too? As much as I have observed Fujin, he NEVER helps someone if it is harmful or almost a death trap situation for him. Now normally if he ever helps someone then that has either of the two reasons(in my opinion) : A) It may be because of gratitude or attachment to that person or someone close to that person. its only been a month since the chunin exams in-universe and the proctors havent actually SEEN his attitude change, its a hyuga jonin saying that, and of course a hyuga will say that. besides, he knew naruto used wind jutsus and didnt bother to learn any countermeasures despite having a month, not very intelligent in my eyes.

nah that makes no sense. All nejis issue have been resolved, so judging him strictly on strength, intelligence and leadership he clearly gets promoted. What's the point of Neji retaking the test when the flaws he had are now resolved and his lack of preparation against Naruto was a total fluke cause what genin has jonin level chakra ? Naruto gets a pass for being op yet they ignore that fact when mentioning Nejis performance? lol The exams are supposed to test if they have qualities to be chunnin, strength , intelligence and leadership being the main criteria with personality being the special criteria. What would you even be testing Neji on? At least Sakura and shino you know what to test and how, but Nejis already passed the main criterias, his flaw being his personality which we just confirmed is much better now. Temporary chunnin and 6months evaluation would be the best option.

On one hand fujin training sasuke is a horrible idea and on the other hand it's a blessing in disguise...since fujin can study it first hand and its utility and how to counter it...but also developing sasuke in the right direction. on the other hand..sasuke will sell him out at any opportunity for more power unless his time at the hospital helps him with this disability

Yeah it might calm him down but that ambition fuels him in getting stronger...now calming him down might dim that ambition...Itachis goal was to get him to achieve strength to protect himself and become a very strong S rank.and ultimately kill him for his past sins in efforts of sasuke obtaining mangekyo..that was the the goal of the genjutsu...without all of that the path he takes to obtain strength might not be as great...with the right guidance he can get there but his gullibility and easy manipulation will be his downfall...fujin is the best choice but he can't be trusted now
