the boob parts i dont think so since she's a reptile, but they have full control of their bodies uvu! but some dragons are more used to their dragon forms. sometimes they still feel alien to their humanoid or their actual "human" forms.

I really like how the dragon human forms are humanoid but not directly human, like you still know you're dealing with a different sort of creature. Do they have much control over these forms? Like could she have her own boobs if she wanted?
