Hmm... Well it's a difference in difficulty. In root, daichi only killed those who were in between him and his mission target. ie the information and jutsu scrolls and Danzo. Daichi killed some root and avoided others. For the minister here, every guard should be taken out before interrogation begins or they'll be interrupted. And he's a shadow clone so all of them attacking at once will be waste of time Or will allow minister the opportunity to escape! For this mission and the root infiltration there are different factors involved..

Okay but... why was this more difficult to do than fight multiple Jonin level ninja and a Kage-level ninja?(Danzo+root=ez dub) this chapter reads like it's more difficult than the Danzo infiltration mission. It's a bit immersion breaking, but good otherwise.
