Thriller bark aired in 2008 and twin peaks with laboon was 2001. So 7 years later people might need a refresher on what happened. Does it get annoying yes, but sometimes needed. When you binge you dont always remeber that a lot of time is passing in real life.

To answer your Oda vs Toriyama question: Oda does plan a lot more, but he didn't have everything planned out from the beginning. A lot of retcons are just so seamless, like how he uses older things to come up with new power systems. Like one of the six powers, the speed technique that Luffy Copied with his second gear is pretty much the same as Kuro's Out of the Back Attack, from back on Syrup Village.
