Whilst the Treaty of Algeron, wasn't Directly referenced in TOS, The treaty arose from the Tomed Incident in 2311, which then established the Romulan Neutral Zone, which was a key detail in the TOS episode "Balance of Terror". So one thing results from the other , when it comes to the Federation & the Romulans staying out of the Gaza Strip thru Canon

Decker was a Commodore, which would make him the lowest level flag rank, similar to Brigadier General. The US Navy currently does not have Commodore as an official rank though.
