I think people don't like this episode because they are looking at it in retrospect with the awareness of how good this show eventually becomes. Compared to what's coming, this episode is not good in the least. But when it first came out, I think I liked it quite a lot.

When the Peter Pipers of Paramount picked the crew of DS9 the Peter Pipers picked a plethora of really plucky people pleasers!
