Something that don't explain very well in the anime is that physical fighters are much stronger than mages at the same level. The ranks go Beginner, Intermediate, Advanced, Saint, King, Emperor, God. Rudeus is technically a saint class water mage, but he's been practicing in the demon continent for a few years so he's likely a little higher than that. Gallus was a north God saint which means he's actually stronger than Rudeus by a fair bit. That's the reason Rudy was so scared to fight him. He was outclassed and was probably going to die. Even Geese says "take care of things if I die." because hes not sure they'll win even with his and the spirit puppy's help.

Look, Rudeus defaults to being perverted and people tend to just brush it off, maybe smack him around, but nothing too bad. The one time he is genuinely not being perverted and is just petting a Doggo…look what happens to him. World is teaching him the wrong lessons lol.
