Background logic: Azazel got a hold of a rogue Devil, extracted their Evil Piece, and was able to make a Fallen System that does the same thing. Baraqiel was given the test pieces, right as his Wife was attacked. She's dying, he tests the system, it works (some might argue too well since she's got so many wings). Akeno still is saved by Rias, though, but Shuri definitely would have gone in search of her daughter no matter what. And Baraqiel dies at some point against Kokabiel, taking him out. Yay no problems.
