Damn interesting question... Both would be difficult, but I imagine declining would take more effort, because it requires doing something, whereas panicking and freezing could be considered tacit "joining"... that's probably what I would do, just lock up, whatever happens happens, then retroactively decide what I *should have done* once I have time to process.
