I seriously doubt Tiger was stronger than Jinbe at any point. Jinbe is a different breed in terms of strength, and that scene with him getting beaten was filler. Tiger was always more of an adventurer than a fighter anyway, despite his obvious physical prowess. The reason Jinbe followed Tiger was because he was the eldest among the orphans in the Fishman District and Jinbe is the type of man who follows people he respects. And there was probably no one he respected more than Tiger.

Wouldn't it be 17th century because the banishment of Christanity was ordered under Ieyasu and he was the 3rd Shogun after Nobunaga and Hideyoshi and only got the Shogunate in the 17th century.

The stepping on a picture thing is a reference to Fumi-e. During 16th century Japan pictures of Jesus and Mary's were used like this in order to root out suspected Christians. There's actually a ton of references to real historical events in One Piece, Oda clearly studied history to write all this lore.
