They all knew Lucas probably had a bad impression of both the Marine and the World Government. And right now, they were about to discuss the very darkness within those institutions.
Lucas merely smirked. "Really? From what I just overheard, you’re not making any grand decisions—you’re just trying to persuade Zephyr, aren’t you?"
Zephyr looked at Lucas and sighed. "You heard everything?"
Lucas grinned. "Of course I did. The World Government intends to recruit Whitebeard Jr. as one of the Seven Warlords of the Sea, and they're willing to offend you to make it happen. Even though he's a pirate who has caused you great harm."
