Now, if he *did* cut off her hair, I wonder if there's some way for him to magically prevent her hair from regrowing. The punishment would work best if she was stuck with short hair (or even no hair) for the rest of her days.

I kinda of expect Thomas to pick an unexpected punishment, one which wasn't in the list of possible punishments Stephanie gave him. > "Fine, I've decided," I declared, and swung the dagger. *Wow*. You weren't kidding about this being a mean cliffhanger. I'm guessing he cut off her hair. That's the one thing he knows she cares about that she didn't list as a possible punishment.
