Hey, I also have had this problem on a random event w/ maxed corruption family, where you drop in to see what they are up too. I need to get back in to the game to give you a more exact event, but I am not sure I am up for the tedious task of getting them back to max them poking around until I hit the random event.

I assume you will in the future be able use the "exotic" unusual item & collar on other characters?

That is, you have to select both Female as your Gender, and then Female as your Gender Identity. Two manual steps.

Are you 100% sure you're choosing Female as your gender identity? Confirm that, as that's the option that chooses the default pronouns NPCs refer to you by.

Just one thing when you choose to play a female character the NPC's act as if you are playing a male character.
