The intention here was that the MC needed to know the CMD-1 worked for certain. If they told Penny to do something with them, there was always the chance (given her obvious attraction) that she would have done it even without the serum's influence. MC needed to test by giving her a command she'd never follow given the choice.

during the CMD-1 test the phrasing suggests that if the player wasnt aware of pennys attraction they would have told penny to sex them up, am i reading to much into that or is there possibly something there now or in the future?
