You have to enact all the policies AND upgrade the Dorms and then go to Financial Aid or Dean of Admissions to recruit the students

I don't have access to the forum to provide feedback, so here goes: 1. Cosmetic Surgery not unlocked in spite of Campus Life. 2. Hospitality Center costs 20Mil and brings only 50k per month (not 10Mil and 500K resp). 3. No access to Applicants.
