Have you upgraded dorm in Dean of Admissions-- constructed perimeter? Also, you need to recruit students in Financial Aid or Dean of Admissions before they show up. They just aren't there-- you have to pick the ones you want to train.
Dorm isn't clickable for me even when policies are enacted. Seems to be a bug

you need to enact all the policies-- you can upgrade dorms in the Dean of Admissions office in her UNLOCKED scene

I cant find the Dorms .... testing on Easy I have every professor under control build everything except the cells ... but I can not find the dorm or build it ... so I can not assign girls to courses. Can someone help? I can not build it. Nor is it visible anywhere else, or is there any hint as to what I am missing.
