Not even close. Piccolo's power level is around 260 here, if I remember well. During the android saga, just before fusing with Kami, it was probably several millions. I think it reached one million when he fought against Freezer, after fusing with Nail. The multiplying factor by fusing with Kami, even if Kami had just like 400 in terms if power level, was enormous because Piccolo was cracked to begin with (for a non-saiyan). That being said, I admit power level numbers in DB/DBZ are kinda bullshit and don't always make sense ahah.

Nah cuz piccolo was way stronger than king piccolo ever was. That’s why piccolo got such a huge buff
Just keep in mind. If young DemonKingPiccolo and Kami fused. They would be as strong as Android #17
