All the active skills are created by the art style of which it was animated so if a ss3 goku from buu arc releases its going to be designed as it looked in the anime/manga and same for lets say og dragonball its gonna be created to look like how it was drawn/animated when it aired thats whats so good ab dokkan cause its like you said ur actually watching the show and or movie on ur phone with voice actors

Yes, these were all remade for Dokkan. It may be hard to believe but even that Beast Gohan active is not from the movie and was remade for the mobile game. It's pretty insane at how good the recreations are.

That guy who you didn’t know is named Hatchiyak he’s from a remastered OVA seen in Dragon Ball Raging Blast 2, the name of the film is called Plan To Eridicate the Saiyans, there’s 2 versions one from 1990’s and one from 2010 so watch the 2010 one but it’s only in Japanese there’s no English Dub.
