If I remember correctly, since it's been a while, I think the flying technique was a specialty of the martial arts school Tien trained at. So Goku basically picked it up off screen after his fight with Tien.
I'm pretty sure Goku was still using Flying Nimbus up until he left for Planet Namek. I don't really recall that he "learned" how to fly, but I assume he just started getting into the habit of doing it after watching Piccolo do it. (He kind of had to anyways since Nimbus wouldn't be able to follow him to another planet.)
