The warrior of black and white here to my understanding is that it is the warrior who has mastered both martial art and inner peace (body and mind, yin and yang), not necessarily the panda species. Shen misconstrued the prophecy of the soothsayer and attacked the panda village.

After rewatching this movie I just realized that Shen and the whole story with Pandas was like what happened to the Saiyans and what Frieza did. Shen like Frieza was just born evil and was told that a certain warrior would one day defeat them, A warrior of Black & White/ A Super Saiyan. When they heard of it they decided to wipe out the whole population to make sure that it won't happen. Po/Goku managed to escape thanks to their parents and were found and adopted by someone else. In the end they grew up and managed to defeat the person that wiped out their population.
