Alright so it's not that Roshi was reading Nams mind. He was sensing the surface level thoughts of his ki. Since Nam is so focused on his village, it's easy for Roshi to probe and "feel" what Nam is going through. Rather than know what he's thinking. Goku does this later on in the series (Z) as well to understand the situation from Krillin

The filler in DB isn’t really filler anyway. Hell Tien first appears in something you might call filler if you didn’t know better

You are coming up on the first set of "filler" episodes: 30, 31, 32, and 33. I highly recommend you watch these, because they are only "filler" in the sense that they aren't in the manga, they are actually very important in setting up the next arc
