Scarecrow: Gender or Color

With the Rabbit's animations just about done and the next playtest set to be ready very soon, I'm working to set up the Scarecrow for my animator and have realized I need to make a decision about how I want to handle the Scarecrow. Because of how I handle variants and model changes, I only want to do one of the following (doing both would be way too many texture variants to have to manage):
Have gendered versions of the scarecrow, but limit color options for them
Have the scarecrow be gender neutral (likely no chest/chest wg), but have shirt color options for every wool color

I don't really see why it should be gendered, Especially since the difference will only be breasts. I prefer the Full Colors
