It's because the 60th second, with less significance, comes later when he 'pays back' the debt. So he might have 101.6% of his normal significance for an hour, and then take a minute with 0% of his normal significance to pay it back. As with credit card debt, the risk is getting over his head. Solomon Rex seems to have borrowed millions of years of future significance to do something big, a long time ago, and is still paying it back.

If the penance increase the significance gathered in 59 seconds by giving up the 60 second, how is there a net gain? Isn't it just dividing the significance of that second into the other 59?

As for the 4th authority my guess it has to do with the AC. It is the gathered will/image of all who live in it.

I was thinking about what was happening on other planets in the AC. It is only a matter of time before someone is powerful enough to be a threat to other planets. Stepping through space like RG. For now the patrons can handle it but maybe not all. What will RG do if one is a maniac threatening a world. Maybe they threaten it because they feel traped in the AC thinking RG is holding them back. Will he toss him out into the Nexus saying good luck and don't come back? Would that give his enemies knowledge of the AC if that outcast was caught? It is just a thought.
