This feels thoroughly like private nuisance (with a couple of other things that seem like other kinds of land tort ngl), you should contract a solicitor and threaten to sue. You probably won't have to, if I know his type he'll cave once you get legal with him, but all these 'civil issues' are called such because they're grounds for suit.

It is absolutely unbelievable that you've had to put up with this for so long, the guy makes me so angry when I hear all the shit you have to deal with. If they're dumping stuff outside your back gate, on your land, is that not fly tipping? And therefore is a council matter?

From the comments it sounds like you've decided to move (posting before I've listened lol) which is a real shame for you to have to do. I was just gonna say, I've been thinking for a while now if there's something dodgy going on with this construction project. It seems well beyond incompetence at this point, and a lot of money must be moving somewhere to have this much work going on. Or maybe it is just incompetence and the prick has bottomless pockets. ¯\_(ツ)_/¯
