Basically, Japanese animators can do anything. From designer to director. In Japan, animating is not the only thing animators do.

Yes, it's a Settei/設定. The big settings (character designs, backgrounds, etc.) are prepared before we start production. Settei that appears only in each episode may be created during production, or may be left to the animator in charge.
Thats so nice. I thought those designs were done before any production happen. But it looks like its done while its already in animation? Does this is "Settei"?
