I think it’s because they fundamentally misunderstand how Kayla thinks and operates. Everyone thinks that she is doing everything to become more powerful so they project that unto everything that she does so allowing someone else to have power should be something that she is against.

Why would Qiu Jinwei direct Kayla's attention to the mole in the Bureau? They could have promoted him at any time, if that was somehow considered preferable to keeping him hidden.
