Yes. You nee to play all 5 scenes with Mindy in order to meet Monique at the beach. Pay attention at thr last part as there is only one way you will meet with Monique.

Quick question, is it necessary to complete any quests (like all 5 parts of Mindy) before being able to get the Monique at the Beach or the Jet-Ski quest? Just became a Patron and am playing through for the first time.
