I came up with the idea of a failing record store that has been in the family for over 50 years and your sims inherited it. Now they have to decide if they have what it takes to save it and keep it in the family or lose it. The first floor is the record store & the second is a 1-bedroom apartment. This is a 20/20 lot.

Yes any lot can be a functional business. You just have to have the get to work expansion pack and set the lot to retail store or whatever business you want to own and run. You can then select the items you want to sale. I never did a home business in the sims but I think it works the same way.
