And yet when he'd proposed the Tournament of Crowns, he'd been the first to object." On one hand his stupidity seems overkill. On the other hand it answers how anyone could have thought this tournament was a good idea. Guide the fae in a way that they fear? To fear means that they know the method. and knowing the method means it is obviously not going to work.
