Supposedly, all sons of Poseidon suck in archery because Apollo cursed them. Percy is being funny because the curse only affects archery, not any other form of ranged combat. The problem though is that it conflicts with Riordan's canon which I don't give a shit about. The curse originated in mythos when Artemis fell in love with Orion, a son of Poseidon who had joined her on many hunts. Apollo got jealous and tricked Artemis into killing him and then cursed all sons of Poseidon to never be able to use a bow unless through godly intervention. Riordan decided to follow an obscure rendition of that myth by making Orion a giant.
