Clarifications: Lou did shoot the driver. Lou probably missed Annie's heart but even if he did not titan shifters can regenerate entire limbs they probably won't have a problem regenerating a small wound even if it is their heart. You said that Carly was going to get eaten by a Titan but she didn't go into titan territory, she went into Rose because she was in Stohess a city connected to wall Sina the most inner wall so she is going to be safe making a new start within the wall Rose.
