Ymir wandering around for 60 years just means she was a mindless titan for 60 years but happened to gind a titan shifter (Reiner's friend) and ate him which made her a titan shifter. In other words ymir was just like all the other current titans outside the walls if all of them turned back into humans they would rememver life as a titan like ymir does

there's no one in the basement, it might've been a bit confusing but they said ''the answer to who, is in the basement'' the conotations matter but i believe the translator didnt bother adding it because the line was cut in half because of subtext size restraints
