BGs start very simply with sketches and layout plans. Usually I'll use resources like Clip Studio Paint to help with things like perspective, and more complicated 3d shapes.
You can see the BG starts in black and white and I do beginning texture work before adding details, adding colors, and do final lighting and color adjustments.
