In my opinion the question itself doesn’t make sense in the first place. Water itself cannot be wet, someone or something has to be dry and then have water on it for it to be wet. It’s like asking “Is fire burned?” No you cannot burn fire itself. Something has to be on fire to be considered burning or burned. Same thing applies imo.
