C makes more sense thematically as well. A implies some sort of power, mysticism and intricitate evil, like maleficient, while B implies close relationship based on trust with Arboc (like Voldemort and his snake), characteristic which Team Rocket has never shown in public (granted there were some feel-good moments between Jessie/James and their pets, but for the most part they try to act non-chalant and Alpha yet fail time and time again). Shame C probably won't win.
