It's many things: some of the points is about people are worse at kiting, building, attacking him when his W is up etc. and those things add up to Rammus being super oppressive stat checker & super easy to play

do you know why rammus is such a low elo stomper ?

can work, usually needs a lot of mastery, people don't understand how to use the champion to full potential (proper building, proper gameplay) so it's easier to recommend easier & more rewarding champions

he's not necessarily picked for the matchup, he's picked for utility and being awesome pairing with teammates. he does decent into control mages and some melee champs
