Galio also has insane long CDs, so it's pretty much almost impossible to get that many passive procs. 1% damage reduction per 100 bonus HP is neglieable when you consider that its 1/2 value vs physical damage (the more popular damage type you will face) while he has lower base armor than most ADCS+14 seconds CD max rank. And there's also the fact that his play pattern makes most AP-HP items really bad on him and some of those items are quite underwhelming as well currently (mainly Cosmic Drive). If Riot really wanted him to be an AP bruiser, they have to give him the kit and play pattern of an AP bruiser; which he doesn't currently since he's more of an melee CC support with mage aspects that plays like a burst mage assassin.
