For an idea maybe Bob can be at a laundrymat soaked from a rainstorm outside, he strips naked to wash and dry his clothes and a the feeling of being naked in a public place leads to him having lewd thoughts and doing lewd actions?(Not a very good idea 😅, but just a thought :3)
